Overview:
The International Center for Research on Women (ICRW) is an international development NGO headquartered in Washington D.C. with offices in New Delhi, India and Nairobi, Kenya.   For 37 years, ICRW has focused on promoting gender equality and alleviating poverty through rigorous research, advocacy and policy engagement. 
Currently ICRW, with its partner Pathfinder International, seeks a Finance and Administrative Director with significant experience in providing overall financial planning and management of project activities. The incumbent will effectively manage the budgets, expenditures, and reporting of a multi-million dollar, multi-year DfID project as well as liaise with partner financial managers. This position will also be responsible for management of the project office in Nairobi, Kenya. The incumbent will report to the Project Director in Kenya, as well as the ICRW Senior Director of Finance in Washington, DC.  Applications are due no later than April 30, 2013.

Responsibilities:
·         Provide effective financial planning and development of budgets for all programme activities
·         Oversee full programme budget, including spending, projections, sub-contracts, etc.
·         Manage the project office, including all administrative matters
·         Supervise finance and administrative staff in two locales: Nairobi and the Northern Arid Lands
·         Monitor actual expenditures vs budget on a routine basis
·         Prepare external and internal financial reports including accrual reports, audit schedules and budget schedules
·         Work with DC based staff on financial matters
·         Work with subgrantee financial staff on financial report preparation
·         Ensure compliance with donor and ICRW grant policies
·         Ensure proper stewardship of project funds
·         Conduct training with program and sub-contractor/sub-grantee staff on financial management
·         Work with the external audit firm on audit and government filings

Qualifications:          
·         Minimum Bachelor’s degree in a related field
·         At least 10 years experience with NGO financial management, budgeting and reporting of large, multi-year, multi-million dollar research projects 
·         Experience with grant regulations and cost principles
·         Experience in managing project offices and finance/administrative staff
·         Experience with DfID as a donor is highly desirable
·         Experience with Quickbooks is highly desirable
·         Proficiency in the MS Office Suite (Word, Excel, PowerPoint, Outlook) and with accounting software
·         Must possess excellent writing, and communication skills, excellent organizational skills, detail orientation, and the ability to work on multiple tasks simultaneously 
·         Must be a team player with excellent administrative, financial and communication skills

Currently ICRW, with its partner Pathfinder International, seeks candidates with extensive research skills and experience in monitoring and evaluation of health, education and social development initiatives for the position of Research Director for a DFID funded implementation science program.  This initiative aims to assess the differential benefits of multi-sectoral approaches to improving adolescent transitions to adulthood as compared to single intervention strategies across the sectors of education, wealth creation, health and prevention of violence.  This position will be based in Nairobi, Kenya, and reports to the Chief of Party of the Adolescent Girls Initiative.  Applications are due no later than April 30, 2013.

Responsibilities
·         Provide overall guidance and leadership on research approaches and strategies, in collaboration with an expert team comprised of national and international researchers
·         Work closely with research staff and partners in Kenya and Washington, DC on the development, implementation and management of action research to assess the impact and cost-effectiveness of combination interventions (i.e., education, wealth creation, health and prevention of violence) as compared to sectoral interventions on the lives of adolescent girls
·         Oversee and manage a team of enumerators and field researchers in multiple waves of data collection across each intervention arm
·         Lead both qualitative and quantitative analysis of results from action research toward assessing approaches that increase impact and cost effectiveness
·         Draft manuscripts for peer-reviewed publication and present findings at relevant conferences and forums
·         Coordinate closely with the program implementation team to ensure comparability, rigor and quality of research findings across various sectoral and multi-sectoral initiatives
·         Develop and maintain strong external relations, in particular with government, donors, and public and private sector partners
Qualifications:
·            Relevant doctoral degree in public health, demography, epidemiology and/or statistics (or Master’s degree and equivalent experience in research design)
·            At least five years of experience in leading or co-leading large, experimental research studies in social or development sciences
·            In-depth knowledge of international development issues with particular focus on adolescent girls’ health, wealth creation, education and prevention of violence
·            Exceptional qualitative and quantitative research skills, with at least 10 years’ experience in research, preferably with experience in cost-effectiveness analysis
·            Excellent qualitative and quantitative analysis skills, with expert knowledge of SAS, STATA or other related package for quantitative data and knowledge of Atlas/ti; Nudist or other similar package for qualitative data collection and review
·            Experience in working with adolescent girls in education, finance, violence prevention and/or health sectors
·            Solid managerial and operational experience, preferably managing complex programs
·            In-depth knowledge of intervention programs that work to improve the lives of adolescent girls in Kenya and/or sub-Saharan Africa
·            Excellent interpersonal and communication skills
·            Excellent oral and written communication skills
·            Ability to work efficiently and quickly in a fast paced environment

Currently ICRW, with its partner Pathfinder International, seeks dynamic candidates with significant technical expertise in the management, monitoring and evaluation of interventions aimed at improving the lives of adolescent girls for the position of Chief of Party for a DFID-funded implementation science program.  This initiative aims to assess the differential benefits of multi-sectoral approaches to improving adolescent transitions to adulthood as compared to single intervention strategies across the sectors of education, wealth creation, health and prevention of violence.  This position will be based in Nairobi, Kenya.  Applications are due no later than April 30th, 2013.

Responsibilities
·         Provide overall leadership of the program, as well as to a dynamic team of researchers and program implementers
·         Provide direct management and oversight of senior personnel
·         Provide leadership and coordination of multiple service providers
·         Provide overall oversight of the project and maintain effective and regular communication with implementing and research partners
·         Serve as liaison between research and implementing partners and implementation partners
·         Serve as the donor’s main point of contact on the program
·         Responsible for quality control of both programmatic and research arms of the program, as well as the overall achievement of program objectives and targets
·         Offer guidance in development, implementation and management of action-research to assess the impact and cost-effectiveness of combination interventions as compared to sectoral interventions on the lives of adolescent girls 
·         Expand, monitor, and identify opportunities from action research for increased efficiencies and cost effectiveness and ensure best value for money
·         Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with relevant donor standards
·         Coordinate and/or review donor reports, including financial and other reports as required by donors and ICRW
·         Develop and maintain strong external relations, in particular with government, donors, and public and private sector partners
Qualifications:
·            Relevant graduate degree (PhD, DrPH, MPH, MBA, etc.) or equivalent experience in related field
·            In-depth knowledge of international development issues with particular focus on adolescent girls and/or health, education and financial literacy
·            Excellent qualitative and quantitative research skills, with at least ten years of experience in research, with a strong emphasis on translating research into programming
·            At least ten years of experience in the management and evaluation of international development projects, preferably with experience in cost-effective analysis
·            At least eight years of experience in financial management of large donor funded programs
·            Exceptional managerial and operational experience, preferably managing complex programs
·            In-depth knowledge of intervention programs that work to improve the lives of adolescent girls in Kenya or sub-Saharan Africa
·            In-depth knowledge of organizations that work with adolescent girls in relevant sectors in Kenya
·            Excellent interpersonal and communication skills
·            Excellent oral and written communication skills
·            Ability to work efficiently and quickly in a fast paced environment
