Governance for Development in Africa Initiative - PhD scholarships


The Centre of African Studies offers 2 PhD scholarships to African nationals as part of the Governance for Development in Africa Initiative funded by the Mo Ibrahim Foundation.

Applications are invited for PhD studentships focused on the area of state capacities, governance and bureaucracy for development. This may include projects designed to understand public sector governance capabilities, political settlements, state business relations, the governance of state owned enterprises, the governance of development policy design and implementation, and so on. But applications must focus on the public sector/state/civil service, on governance, and on development. 

In order to be considered for funding, applicants must first secure an UNCONDITIONAL OFFER for the PhD by applying directly to the SOAS Doctoral School.

The deadline for submission of application is 31st March 2021.
NOTE: By 31st of March you must have an Unconditional offer for PhD in order to be considered for funding. Note that it takes 8 weeks to receive an offer of admission for PhD, therefore to apply for the PhD at least or before January 2021.

Once the place is secured, the applicants can apply for the scholarship. Candidates will be assessed on academic merit by a panel consisting of SOAS academic members. The assessment of your application will be based on the information in your scholarship application. Please provide the following documents:

  • a copy of the unconditional offer received from SOAS admissions office
  • CV (please include your email address)
  • 2 pages max statement outlining knowledge and interest in governance-related issues
  • Your research proposal (as sent to the SOAS Admissions Office)
  • one academic reference (to be sent directly by referee to ab17@soas.ac.uk)
Please note that CAS reserves the right not to award scholarships and will only award them where there are applicants judged to meet sufficiently high academic standards and with demonstrable interests in fields relevant to the objectives of the GDAI.

Youth, Communication and Advocacy Technical Advisor, African Leaders Malaria Alliance


The African Leaders Malaria Alliance (ALMA) was founded in 2009 and is a platform for African Heads of State and Government working to end malaria on the African continent by 2030.  All African Union Member States belong to ALMA. ALMA’s vision is aligned with the African Union’s Agenda 2063, the African Union’s Catalytic Framework to End AIDS, TB and Eliminate Malaria and the United Nations Sustainable Development Goals.
ALMA works to enhance accountability for results in malaria, neglected tropical diseases and reproductive, maternal, newborn, child and adolescent health with the use of the scorecard accountability and action tracking mechanism at continental, regional, national, sub-national and community levels. ALMA works to sustain political and leadership commitments, and supports countries to track progress, identify bottlenecks and take action.
In addition, ALMA works with African countries to establish End Malaria Councils and Funds to sustain political and leadership commitments at country level.
The ALMA Heads of State and Government have charged the ALMA Secretariat with supporting them in achieving their mission and vision.  ALMA is headquartered in Dar es Salaam, Tanzania and has an office in New York City, U.S.A.
The Youth, Communication and Advocacy Technical Advisor will be seconded to the Ministry of Health of the Republic of Kenya and will support the Ministry’s internal and external communications strategy for malaria aimed at ending malaria.  This includes, supporting advocacy and public communication to promote the ALMA Chair’s four point legacy agenda, resource mobilisation and accountability to eliminate malaria in Africa by 2030. This will be achieved through working with the malaria program and senior management at the Ministry of Health, sector ministries and partners to develop core youth, advocacy and communication materials and support event management.
The Youth, Communication and Advocacy Technical Advisor will report primarily to the Head, Division of National Malaria Program.
Job Profile
The TA will also be responsible for raising awareness about the Kenya’s malaria programme and activities as well as the ALMA Chair’s legacy agenda.
The main duty and responsibilities are:
1.       Programme Communications for advocacy and awareness
The TA will work closely with the malaria program and the Ministry of Health, to develop a strategic communication strategy. This Strategy will ensure that relevant program communication materials such as Press Releases, Op Eds, Feature Stories, Social Media Messages, factsheets, infographics and  etc. are developed and disseminated to relevant stakeholders and target groups through relevant media and network channels.
2.       Media Relations
Develop and maintain contact information, materials and relationships with journalists and media outlets (print, electronic (TV, radio), web etc.) to increase coverage of malaria control issues in the media (print, broadcast and digital).
Organise press conferences, media briefings and exclusive media interviews for senior leaders in the Ministry of Health.
Specific activities may include:
·         Draft and edit newsletter articles, press releases, information and advocacy briefs, PowerPoint presentations, human interest stories and other advocacy/information materials.
·         Collaborate with the media by organizing activity site visits; facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
·         Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings etc.
·         Work with the authorised Ministry officials and spokespersons to respond to media inquiries, arrange interviews.

3.       Digital Communications/Social media
Support the malaria program to maintain the website and social media sites (Facebook,  Twitter, Instagram and others) through monitoring, posting and content development.
The TA will support the malaria program develop and archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
4.       Partner Relations
Develop and maintain an updated list of malaria stakeholders and special interest groups.
5.       Events/campaigns
Assist in organizing and generating public support for special events and campaigns to promote strategic goals. Support organization of workshops, seminars, campaigns, events and program review meetings including agendas and meeting minutes.
6.       Monitoring and evaluation
Monitor and evaluate impact of communication materials and advocacy events/campaigns to target audiences. Goals and targets for this consultancy will be developed in partnership with the Kenyan Ministry of Health and the malaria program at the outset of the consultancy.
7.       Advocacy
The TA will work with malaria advocates at the Ministry of Health, regional economic blocs and the end malaria council to communicate, conduct interviews and respond to inquiries from the public and media about malaria.
8.       Youth Agenda
The TA will work with the malaria program and ALMA to:
·         Establish a Kenya youth advisory and advocacy group
·         Develop a network of young leaders to integrate malaria and universal health coverage into existing advocacy activities.
·         Develop communication and advocacy materials on the youth agenda to enhance public support.
·         Support content development for toolkits and material for youth leadership training.
Minimum Qualification and other Requirements:
The ideal candidate will have demonstrated success developing and executing media campaigns, be a self-starter, possess a positive attitude and have strong writing and presentation skills with familiarity and ease working across a variety of online, cloud and mobile platforms.
Education: Advanced Degree in communications, journalism, public relations or a related field. Specialty in health communication (preferred)
Experience:
·         At least 5 years similar work experience.
·         Knowledge and experience using a variety of social media platforms.
·         Experience working with Governments and multilateral institutions (preferred)
·         Proficiency in written and oral English and Kiswahili.
·         Advanced working knowledge of MS Office (Word, PowerPoint, Excel and Publisher)
·         Design and layout skills necessary. Familiarity with Adobe Creative Suite or other design packages will be an added advantage.
Terms of Engagement
The consultancy will be for a period of one year with the successful candidate expected to work for 10 working days per month. In addition, the successful candidate will develop a work plan with agreed activities and timelines for 12 months and produce quarterly reports against set deliverables.

Monitoring and Evaluation Technical Lead, Abt Associates

Job Summary

Abt Associates seeks a qualified Monitoring and Evaluation Technical Lead (M&E TL) for the Local Health System Sustainability Project’s East Africa Cross-Border Health Activity (LHSS/East Africa). The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. LHSS/East Africa in particular will work in partnership with USAID Kenya and East Africa (KEA) Regional Mission, bilateral Missions of the focus countries, regional intergovernmental organizations (RIGOs), national governments, private sector stakeholders, and relevant cross-border health authorities that are also in charge of the provision of health services to vulnerable and mobile populations that cross borders. At the end of two years, LHSS/East Africa will have increased access to and use of affordable and continuous quality health care in cross-border areas for this target population.

This is a full-time position based in Nairobi, Kenya with frequent travel to cross-border sites in the focus countries.

Key Roles And Responsibilities

The M&E Technical Lead will have the following specific duties and responsibilities:

·         Coordinate with regional stakeholders and partners in East Africa to finalize the Activity Monitoring, Evaluation, and Learning (MEL) Plan, indicators, and learning agenda
·         Collaborate with the LHSS Home Office MEL team to ensure alignment with project-wide MEL processes and reporting requirements
·         Manage a rigorous approach towards M&E to measure performance on specific goals and objectives, including timely data collection using quantitative, qualitative, and participatory methodologies
·         Design data collection tools, schedules, and analysis methods in line with the project-wide work plan management and monitoring system and interactive platform
·         Collect data at the health facility level in cross-border areas, including from the Activity-supported digitized health information system (HIS)
·         Ensure data accuracy for reporting indicators across the Activity, and timely reporting on indicators against expected results
·         Drive the Activity’s overall learning agenda to derive lessons learned and best practices from implementation
·         Lead efforts to strengthen a culture of learning at the cross-border level with local stakeholders
·         Support the interpretation of MEL findings for project planning, decision-making, course-correction, and communication of successes
·         Provide MEL guidance and mentorship to LHSS/East Africa Cross-Border Health Officers on data collection methods, procedures, and data extraction from the HIS
·         Serve as the field focal person to coordinate the design, customization, testing, and scale-up of an interoperable digital health information system in cross-border sites in line with national HIS platforms

The M&E TL will report to the LHSS/East Africa Chief of Party, and be supported by the LHSS Home Office-based MEL Advisor.

Preferred Qualifications

·         Master’s degree in statistics, social science, development economics, or a related field, and 8 to 10 years of experience in data management and analysis for M&E, learning, and adaptive management
·         Demonstrated experience designing and implementing MEL systems on complex donor-funded development projects. Experience implementing MEL activities on health system strengthening projects and/or projects that integrate health care for vulnerable populations is desirable
·         Demonstrated expertise in both quantitative and qualitative research methods, and experience conducting statistical analysis
·         Competency in qualitative and quantitative analytical methods, data collection and analysis, and establishing MEL systems
·         Demonstrated ability to lead baseline data collection and analyses
·         Knowledge of and experience with M&E frameworks and reporting systems
·         Expertise in adaptive management, organizational learning/development, systems mapping, development of Collaborating, Learning, and Adapting (CLA)-related tools, CLA thought-leadership, and providing inputs on how CLA may lead to improved development outcomes
·         Proficiency in Excel, Word, and other MS Office software; data analysis software, (e.g. SPSS, Stata, Nivo), data visualization software, and DHIS2
·         Experience managing MEL for USAID programs is desirable
·         Practical experience in design, testing and scale-up of interoperable digital platform will have an added value
·         Demonstrated experience in working in partnership with multiple host country governments/ government entities, donors, local partners, and other stakeholders
·         Proven record of excellent management, leadership, decision-making, and interpersonal skills
·         Excellent verbal and written communication skills in English are required
·         Knowledge and communication skills in French and/or one or more national languages in the region will have an added value
·         Kenyan nationals and residents are encouraged to apply
