CBM works with persons with disabilities, their families, local partner organisations, alliance partners including UN agencies, global organisations, and Disabled Persons’ Organisations (DPOs).

CBM has been involved from the outset with "VISION 2020: The Right to Sight", a global initiative with the International Agency for the Prevention of Blindness (IAPB) to eliminate avoidable blindness by the year 2020, and other global initiatives such as the provision of affordable hearing aids, education for all and community mental health. CBM is also recognised as a collaborating organisation by the World Health Organization (WHO) and has consultative status with the United Nations Economic and Social Council (ECOSOC). Together with its partner organisations, CBM is active in more than 700 projects in 81 countries in Africa, Asia, and Latin America, and in 2011, reached more than 36 million people.

With support from "Seeing is Believing", a collaboration between Standard Chartered Bank and the International Agency for the Prevention of Blindness (IAPB) as well as in partnership with Sightsavers and Fred Hollows Foundation, CBM's Regional Office in Nairobi is seeking to fill this important vacancy.

Contract Duration:
2 years renewable

As soon as possible but latest January 2013

Objective and Reporting Line:
Reporting to the CBM Regional Programme Manager for East Africa in Nairobi, Kenya, the Programme Manager provides leadership and operational oversight for the CBM lead consortium, implementing the Standard Chartered Bank “Seeing is Believing” Child Eye Health programme.

The programme aims at contributing to improved child eye health and the reduction of avoidable blindness amongst children in East Africa. It entails aspects of clinical service provision, equipment of facilities, awareness creation, training, health system strengthening and advocacy.

Main Tasks and Responsibilities:

I Strategic Partnership Management

Work directly with the Regional CBM Programme Manager to develop, harmonize and review annual plans as well as support SiB coordinators on country level in Uganda and Tanzania. Develop & manage strategic partnerships & linkages involving key stakeholders.

II Programme Management and Quality Provide leadership, effective management, coordination as well as technical advice to the SiB funded Promoting Eye Health for Children in East Africa. Manage directly the Kenyan country programme, promoting Eye Health for Children in East Africa.

III Monitoring, Evaluation, Impact Assessment, Programme Quality Track/monitor progress against programme milestones and activities, against scheduled work plans and overall programme objectives. Ensure all programme documentation meets the required quality and compile and share timely and quality reports.

IV Programme Shared Learning and Growth Identify and discuss with the consortium any issues arising from the ground for research, evaluation, impact assessment and dissemination of findings. Keep track of the learning emerging issues and represent CBM consortium and Regional Governance Team at key fora.

V Financial Management In consultation with CBM regional staff, consortium partners and implementing partners, prepare annual programme budgets and quarterly financial forecasts and monitor expenditure against these, advising the Regional Governance team on financial trends, etc. Manage partner contracts/MoU and be responsible for ensuring compliance to the Terms and Conditions of the Grant as agreed with the donor and CBM internal policies and procedures.

Professional Profile and Requirement

Qualifications:

  • Relevant academic degree (e.g., in Business Management, Health Management, Public Administration, Sociology, Disability and Development);
  • An advanced degree would be an advantage;
  • Minimum of five years work experience, preferably in the development sector with a local or international development organization;
  • Minimum of 5 years of experience in a senior management position, preferably in the health sector;
  • Demonstrated experience in Project Design and Project Cycle Management at large; Experience in dealing with a variety of Government ministries, local and international donor organizations, and other partners;
  • Knowledge of disability and development issues, especially in comprehensive eye care programmes, an asset

Competencies and Skills:

  • Understanding of trends and standards in development work in East Africa;
  • Wide knowledge in disability, development and health concepts;
  • Strong experience in finance and administrative management;
  • Good co-ordination and communication skills; Competency in networking (national and local government, partners, projects, NGO alliances);
  • Computer literate;
  • Experience in database management, and use of Microsoft packages such as Outlook, Word, PowerPoint, Excel, Access;
  • Ability to prioritize work and meet deadlines;
  • Ability to work with minimum supervision, high level of autonomy and flexibility.

Personal Profile:

  • Intercultural knowledge and sensitivity;
  • Excellent interpersonal, diplomatic and conflict resolution skills;
  • Team player and good communicator with a proven ability to motivate people;
  • Good public speaking and media skills; Good written and spoken English, knowledge of Swahili an added advantage;
  • Ability to spend 30%- 50% of his/her time in the field to support partners.

SUMMARY:
Under supervision of the VP, Africa Programs, the Regional Behavior Change Communications Manager will provide technical leadership and implementation oversight for Danya’s evidenced-based BCC initiatives in the region. This position will be responsible for providing technical assistance to U.S. Government (USG) agencies, USG partners, and national government partners, in designing and leading high-impact communications strategies and implementations.

RESPONSIBILITIES:

Leadership

  • Lead the BCC technical approach across multiple projects
  • Represent Danya before stakeholders and oversee implementation of activities throughout Kenya
  • Contribute to annual work planning
  • Establish and maintain productive relationships with key stakeholders, including government officials, nongovernmental organizations, and community groups for smooth implementation
  • Work collaboratively with other project team members to ensure the necessary program planning, development, resource availability, and management activities function smoothly and efficiently

Management

  • Manage BCC project staff in multiple countries
  • Contribute to ensure all projects meet the set targets
  • Promote and support the dissemination of best practices among the project teams
  • Contribute to the timely, accurate, and appropriate reporting of program activities and results to the donor, including progress reports and annual reports

Knowledge, Skills and Abilities:

  • Bachelor’s degree and 6+ years of relevant experience or a compatible combination of education and experience.
  • Relevant degree with postgraduate-level training in public health preferred
  • A minimum of 6+ years of senior-level experience in designing or implementing BCC strategies
  • Demonstrated experience providing BCC technical assistance to public health and/or food security projects
  • Expertise in research to practice – identifying best practices and adapting them to program realities
  • Experience developing successful, replicable, and sustainable projects
  • A team player accustomed to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts
  • Excellent interpersonal, writing, and oral presentation skills
  • Strong change management, results-oriented, and decision-making skills
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the head of the Agriculture Marketing Unit, the Marketing Information Systems Officer will provide technical support in the establishment of an effective Marketing Information System (MIS) for agricultural produce and commodities in Somalia (South Central and Somaliland). In particular he/she will:

  • Oversee the establishment of a marketing information and linkage system to provide reliable market information to Somali farmers and traders on regular basis. This will entail the following:
  1. Establish a Short Messaging Services (SMS) in collaboration with the contracted service providers;
  2. Process and disseminate information through bulk SMS back to end users (farmers and traders).
  3. Set up a website for the MIS;
  4. Technical contact with the solutions provider and management of the web based bulk SMS Solution;
  5. Compile and manage database of subscribers;
  6. Installation of appropriate computer software to support the MIS;
  • Carry out training and capacity building session to the extension officers, Marketing Trade Officers, and technicians on the efficient use and application of the Marketing Information System.
  • Follow up on the implementation of marketing interventions and further link the development of the commercialization model of the FAO Somalia programme to the Marketing Information System (MIS).
  • Timely preparation of progress reports.
  • Carry out any other responsibilities assigned by the Supervisor and/or Officer in Charge.
MINIMUM REQUIREMENTS

Candidates should meet the following:

  • Degree in Agricultural Marketing or equivalent combined with specializing in Information Technology from a recognized institute.
  • Have a minimum of 5 years of proven experience in identification, design and establishment of MIS.
  • Proven skills on data collection, database management, short messaging services, establishment of websites and information dissemination.
  • Knowledge and proven experience on training of users on the MIS system.
  • Knowledge and skills on market information monitoring and evaluation.
  • Knowledge and experience on project management and gender involvement skills is an added advantage.
  • Working knowledge (level C) of English and working knowledge of the most widely used local language. Somali language is a must.
SELECTION CRITERIA

Candidates will be assessed against the following:
  • Relevance and level of academic qualifications;
  • Technical experience in establishment of Market Information System;
  • Ability to communicate clearly and concisely both orally and in writing;
  • Ability to identify and resolve problems expeditiously and pragmatically;

  • Knowledge of and/or experience with the UN system
  • Good communication and writing skills.
