Youth, Communication and Advocacy Technical Advisor, African Leaders Malaria Alliance


The African Leaders Malaria Alliance (ALMA) was founded in 2009 and is a platform for African Heads of State and Government working to end malaria on the African continent by 2030.  All African Union Member States belong to ALMA. ALMA’s vision is aligned with the African Union’s Agenda 2063, the African Union’s Catalytic Framework to End AIDS, TB and Eliminate Malaria and the United Nations Sustainable Development Goals.
ALMA works to enhance accountability for results in malaria, neglected tropical diseases and reproductive, maternal, newborn, child and adolescent health with the use of the scorecard accountability and action tracking mechanism at continental, regional, national, sub-national and community levels. ALMA works to sustain political and leadership commitments, and supports countries to track progress, identify bottlenecks and take action.
In addition, ALMA works with African countries to establish End Malaria Councils and Funds to sustain political and leadership commitments at country level.
The ALMA Heads of State and Government have charged the ALMA Secretariat with supporting them in achieving their mission and vision.  ALMA is headquartered in Dar es Salaam, Tanzania and has an office in New York City, U.S.A.
The Youth, Communication and Advocacy Technical Advisor will be seconded to the Ministry of Health of the Republic of Kenya and will support the Ministry’s internal and external communications strategy for malaria aimed at ending malaria.  This includes, supporting advocacy and public communication to promote the ALMA Chair’s four point legacy agenda, resource mobilisation and accountability to eliminate malaria in Africa by 2030. This will be achieved through working with the malaria program and senior management at the Ministry of Health, sector ministries and partners to develop core youth, advocacy and communication materials and support event management.
The Youth, Communication and Advocacy Technical Advisor will report primarily to the Head, Division of National Malaria Program.
Job Profile
The TA will also be responsible for raising awareness about the Kenya’s malaria programme and activities as well as the ALMA Chair’s legacy agenda.
The main duty and responsibilities are:
1.       Programme Communications for advocacy and awareness
The TA will work closely with the malaria program and the Ministry of Health, to develop a strategic communication strategy. This Strategy will ensure that relevant program communication materials such as Press Releases, Op Eds, Feature Stories, Social Media Messages, factsheets, infographics and  etc. are developed and disseminated to relevant stakeholders and target groups through relevant media and network channels.
2.       Media Relations
Develop and maintain contact information, materials and relationships with journalists and media outlets (print, electronic (TV, radio), web etc.) to increase coverage of malaria control issues in the media (print, broadcast and digital).
Organise press conferences, media briefings and exclusive media interviews for senior leaders in the Ministry of Health.
Specific activities may include:
·         Draft and edit newsletter articles, press releases, information and advocacy briefs, PowerPoint presentations, human interest stories and other advocacy/information materials.
·         Collaborate with the media by organizing activity site visits; facilitate photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
·         Monitor and evaluate the use and effectiveness of media materials. Maintain a library of media coverage, clippings etc.
·         Work with the authorised Ministry officials and spokespersons to respond to media inquiries, arrange interviews.

3.       Digital Communications/Social media
Support the malaria program to maintain the website and social media sites (Facebook,  Twitter, Instagram and others) through monitoring, posting and content development.
The TA will support the malaria program develop and archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
4.       Partner Relations
Develop and maintain an updated list of malaria stakeholders and special interest groups.
5.       Events/campaigns
Assist in organizing and generating public support for special events and campaigns to promote strategic goals. Support organization of workshops, seminars, campaigns, events and program review meetings including agendas and meeting minutes.
6.       Monitoring and evaluation
Monitor and evaluate impact of communication materials and advocacy events/campaigns to target audiences. Goals and targets for this consultancy will be developed in partnership with the Kenyan Ministry of Health and the malaria program at the outset of the consultancy.
7.       Advocacy
The TA will work with malaria advocates at the Ministry of Health, regional economic blocs and the end malaria council to communicate, conduct interviews and respond to inquiries from the public and media about malaria.
8.       Youth Agenda
The TA will work with the malaria program and ALMA to:
·         Establish a Kenya youth advisory and advocacy group
·         Develop a network of young leaders to integrate malaria and universal health coverage into existing advocacy activities.
·         Develop communication and advocacy materials on the youth agenda to enhance public support.
·         Support content development for toolkits and material for youth leadership training.
Minimum Qualification and other Requirements:
The ideal candidate will have demonstrated success developing and executing media campaigns, be a self-starter, possess a positive attitude and have strong writing and presentation skills with familiarity and ease working across a variety of online, cloud and mobile platforms.
Education: Advanced Degree in communications, journalism, public relations or a related field. Specialty in health communication (preferred)
Experience:
·         At least 5 years similar work experience.
·         Knowledge and experience using a variety of social media platforms.
·         Experience working with Governments and multilateral institutions (preferred)
·         Proficiency in written and oral English and Kiswahili.
·         Advanced working knowledge of MS Office (Word, PowerPoint, Excel and Publisher)
·         Design and layout skills necessary. Familiarity with Adobe Creative Suite or other design packages will be an added advantage.
Terms of Engagement
The consultancy will be for a period of one year with the successful candidate expected to work for 10 working days per month. In addition, the successful candidate will develop a work plan with agreed activities and timelines for 12 months and produce quarterly reports against set deliverables.

SUMMARY:
Under supervision of the VP, Africa Programs, the Regional Behavior Change Communications Manager will provide technical leadership and implementation oversight for Danya’s evidenced-based BCC initiatives in the region. This position will be responsible for providing technical assistance to U.S. Government (USG) agencies, USG partners, and national government partners, in designing and leading high-impact communications strategies and implementations.

RESPONSIBILITIES:

Leadership

  • Lead the BCC technical approach across multiple projects
  • Represent Danya before stakeholders and oversee implementation of activities throughout Kenya
  • Contribute to annual work planning
  • Establish and maintain productive relationships with key stakeholders, including government officials, nongovernmental organizations, and community groups for smooth implementation
  • Work collaboratively with other project team members to ensure the necessary program planning, development, resource availability, and management activities function smoothly and efficiently

Management

  • Manage BCC project staff in multiple countries
  • Contribute to ensure all projects meet the set targets
  • Promote and support the dissemination of best practices among the project teams
  • Contribute to the timely, accurate, and appropriate reporting of program activities and results to the donor, including progress reports and annual reports

Knowledge, Skills and Abilities:

  • Bachelor’s degree and 6+ years of relevant experience or a compatible combination of education and experience.
  • Relevant degree with postgraduate-level training in public health preferred
  • A minimum of 6+ years of senior-level experience in designing or implementing BCC strategies
  • Demonstrated experience providing BCC technical assistance to public health and/or food security projects
  • Expertise in research to practice – identifying best practices and adapting them to program realities
  • Experience developing successful, replicable, and sustainable projects
  • A team player accustomed to building team capacity, delegating working teams, and developing communities of learning among host country partners and counterparts
  • Excellent interpersonal, writing, and oral presentation skills
  • Strong change management, results-oriented, and decision-making skills
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform

Overall Responsibilities:
  • The Communications Associate supports the CKE Coordinator and the project’s technical advisors in ensuring the smooth operation of CKE activities for the Leadership, Management and Sustainability/Kenya project (LMS/Kenya). This is achieved by coordinating communications logistics and exchanging programmatic information.
  • The Communications Associate is primarily responsible for the management of content on the project-related website and for promoting the website and the project’s activities via social media such as Facebook and Twitter. Additionally, s/he is responsible for the day-to-day coordination of communications-related activities ensuring that communications tasks are scheduled and carried to completion, comply with donor-specific regulations when appropriate, and that project documents are disseminated to targeted audiences in a timely manner.
  • S/he is also responsible for working with other LMS/Kenya staff on specific project activities, such as special event coordination and monitoring and evaluation reporting activities, when required. The Communications Associate is aware of, and adheres to, MSH’s Procurement Integrity standards in all activities.
Specific Responsibilities:
  • In collaboration with the CKE Coordinator and additional staff, identify, write and manage content for LMS/Kenya’s leadership and management website and social media (50% of effort).
  • Manage the technical document production schedule by tracking document deadlines, communicating with technical staff and copy-editing consultants, and coordinating with design and printing firms to complete the printing process.
  • Coordinate CKE-related events, such as a planned bi-annual leadership and management conference (15% of effort)
  • Coordinate and produce project newsletter
  • Assist in LMS/Kenya’s media relations efforts, such as developing and updating an LMS/Kenya media contacts list, disseminating press releases when necessary, and providing project information to journalists (5% of effort)
  • Coordinate knowledge exchange between LMS/Kenya and project partners, stakeholders, the public and additional MSH offices, projects and staff (5% of effort)
  • Document and archive LMS/Kenya activities, including writing copy and photographing project activities (5% of effort)
  • Other duties as assigned
Qualifications:
  • Bachelor’s degree in journalism, communications, marketing, or similar field
  • Strong writing, copy editing, and formatting skills in English required. Writing samples will be collected at time of interview and a writing/copy editing test administered.
  • Minimum 2 years work experience in communications and website/content management.
  • Experience using social media for organizational development
  • Additional education, experience or interest in public health or medicine preferred. This could include but not be limited to degree, diploma or certificate in a health-related field, or experience working for an organization that is health-related.
  • Demonstrated ability in computer skills for e-mail, word processing, databases, spreadsheets, and presentations (Microsoft Office applications preferred); ability to learn new software packages; photography and design skills very helpful
  • Competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
  • Excellent coordination, administrative and organizational skills
  • Demonstrated ability to take initiative and to work proactively and independently
  • Must be a team player and able to maintain a flexible work manner and schedule

The Resettlement Support Center (RSC) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. RSC is responsible for the preparation of refugee case files for adjudication by Citizenship and Immigration Services (CIS) officers, as well as the out-processing and cultural orientation of all approved cases. RSC is administered by the Church World Service International Refugee Program (CWS/IRP) and is based in Nairobi, Kenya.

RSC seeks a qualified individual for the Case Processing Assistant position to work in the correspondence unit. The position is based in Nairobi.

POSITION DESCRIPTION:
This position is primarily responsible for providing accurate and timely case status updates to partners and refugees as well as creating multimedia materials to better educate and inform refugees and partners about the resettlement process.

The Case Processing Assistant reports directly to the Correspondence Team leader and Public Information Manager and works closely with other operations staff.

Key responsibilities include:

MULTIMEDIA PRODUCTION & CREATION:
  • Contribute to the conceptualization, implementation, and creation of information campaigns
  • Development & management of communications materials aimed at educating and informing refugee applicants on the resettlement process
  • Know how to use audio/visual media programs to create appropriate communications materials
CORRESPONDENCE
  • Receive and respond to inquiries from implementing partners and refugees in a timely and professional manner.
  • Follow-up with refugee cases according to section Standard Operating Procedures.
  • Any other tasks as assigned by Correspondence Team Leader and Public Information Manager, including possible rotation to other units.
Qualifications/ Experience:
  • Demonstrated computer & audio/visual media skills: especially Microsoft Word, excel , outlook, Final Cut pro, Cool Edit Pro (or other sound editing software), Premiere, Adobe Creative Suite, Publisher, etc.
  • Training in graphic design and visual media essential.
  • Technical expertise of computer programs used to create materials is required.
  • Bachelor’s degree in Communications, Visual Media, Journalism required.
  • Previous experience working in development an advantage.
  • Excellent verbal and written English, conversational French language skills a plus.
  • Outstanding organizational and time management skills
  • Ability to work under pressure and respond to competing priorities
  • Ability to maintain high performance standard with keen attention to detail

COMMUNICATIONS OFFICER

  • The post holder will review and update, in consultation with the programme team, and with support from the Regional Media Communications Officer, the current Kenya communications plan.
  • The role identifies and supports the communication needs of our partners and beneficiaries; help to raise their profiles and their key issues, and promote the voices of the communities in which we work.
  • The post holder will use innovative methods and new communication technologies to deliver a multimedia strategy that communicates Oxfam’s work and gives ordinary people a voice.
  • He/She will ensure the development of Oxfam publications including situation reports, information summaries, annual reports, policy briefs and promotional materials.
  • The post holder will in close collaboration with the Regional Media and Communications Officer, support emergency response situations as they arise with fast, accurate media work with strategic impact. In addition you will help develop the capacity of the Oxfam Kenya programme team especially in relation to media and communications.
  • You will produce multimedia stories on Oxfam and partner work in Kenya for Oxfam’s website as well as support events organization and coverage on activities such as campaigns and dissemination forums.
  • To be successful for this post, you will require a high standard degree level education with extensive proven experience of working effectively in communications, public relations or media.
  • You will need to have a demonstrable knowledge of humanitarian or development work. Ability to present and package information in attractive, accessible formats is essential. You will have the ability to digest large amounts of complex information and produce clear, well-written summaries. You will be a confident verbal communicator with good representation skills.
  • You will have demonstrable ability to identify and write compelling human interest stories. An excellent English writing skill as well as working knowledge of Kiswahili is essential. Desktop publishing, photographic, video and web skills are an added advantage.

  • Demonstrated experience providing technical assistance to public health or food security projects of over $1,000,000 US per year in the Africa region
