Chaired by former President of Ghana, John Kufuor, and headquartered in Geneva, Interpeace is supported by bilateral and multilateral donors as well as private funding. The organization is currently active in Africa, Central America, the Middle East and Southeast Asia.

The Interpeace Somali programme is Interpeace's largest programme in the world. The complex nature of the Somali region, which Interpeace has been engaged in for almost 15 years, requires engaged, connected thinking outside the box. There are significant opportunities for impact in the field of peacebuilding in the Somali region and Interpeace is well-positioned to continue to be a leading voice, with its three local partners, in how to deepen the roots of peace and stability in this deeply fractured state.

General Position Summary:

The Senior Programme Officer - Content (SPO-N), joins the Regional Director for Eastern and Central Africa (RD-ECA) and the Senior Programme Officer - Context (SPO-X) as a member of the senior management team for the Somali Programme. The SPO-N and the SPO-X will provide co-leadership for the programme, recognizing the strategic need to be guided contextually by the SPO-X. Furthermore, a strong collaborative and horizontal approach to programme delivery and reporting will be maintained between the RD-ECA, the SPO-N, the SPO-X the Programme Officer-Gender (POG), the Programme Officer (PO) and the Reports and Information Officer (RIO) in the programme delivery and reporting. The SPO-N's emphasis in this co-leadership position will be on Interpeace's programmatic content. In this capacity, he/she will also be the key conduit for shaping and disseminating Interpeace's reconciliation and peacebuilding work to key stakeholders.

The SPO-N is co-responsible for ensuring that the work of the Interpeace Somali programme is coherent, well planned, and in line with the direction and commitments of the Interpeace Somali partners. Together with the SPO-X, the SPO-N will continually monitor and assess the Somali programme to ensure its effectiveness and its adherence to agreed programme deliverables and budgets. The strategic capturing and sharing of content with stakeholders and funding partners, to optimize impact, will be a key aspect of this position, guided in context by the SPO-X and supported in reporting by the PO-G, the PO and the RIO. The SPO-N will collaborate with the SPO-X in the supervision of the PO-G, the PO and the RIO, who all play key roles in working closely with the Somali partners to delivery effective, impacting programming and to capture and disseminate the processes and results of the programme.

As indicated above, the Interpeace Somali Programme operates on a horizontal rather than a hierarchical vertical approach within the senior management team of the programme. The SPO-N serves as the key Somali programme focal point between the senior management team and all external actors. The SPO-N reports to the Regional Director. The post of SPO-N is based in Nairobi, and involves extensive travel to the field.

Duties and Responsibilities:
  • Provide methodological and programmatic guidance and operational support for field activities by Interpeace and its Somali partner organisations , specifically with respect to the content of the work. This includes, but is not limited to, developing and nurturing a clear understanding throughout the Interpeace Somali programme of the programme of work.
  • Review written products of the Interpeace Somali Programme and provide quality control, delegating tasks relating to content and quality as appropriate
  • In conjunction with the senior management team and in support of the partner organisations, develop programme proposals including log frames and budgets (with support from the Interpeace Finance Manager) according to the specific donor requirements.
  • Monitor Somali partner activities in collaboration with the SPO-X and with support from the rest of the Somali programme team, to ensure the progress is being made in line with programme design and expectations.
  • Lead and support technical initiatives aimed at strengthening the Somali partners' capacities to better research, capture and disseminate the content of the programme.
  • Monitor Somali partner activities and budgets in collaboration with the SPO-X and with support from the rest of the Somali programme team (and the Interpeace Finance Manager), to ensure the progress is being made in line with programme design and expectations and is within the budgets of the programme.
  • Co- authorize (along with the SPO-X) the Somali partners activity requests to ensure that they are substantively in line with the programme, and financially in line with approved budgets and available donor funding.
  • Oversee the collection, compilation and dissemination of both contractual and strategic reporting.
  • In conjunction with the senior management team, ensure the development of work plans/change matrixes for all field components of the programme and play a strong supporting role towards the partner's efforts in this regard.
  • Ensure that reflection and learning takes place regularly with regard to programme process and development, methodological adaptations and generally on the topics under study
  • Utilize substantive relations vis-à-vis key Somali stakeholders throughout Somalia, Kenya and the Somali diaspora, in both informing and disseminating Interpeace Somali's programme of work.
  • Establish new and maintain existing relations with key international actors in Nairobi and strategically engage these actors in the work of Interpeace
  • Ensure the timely meetings of the Programme Support Group (donor stakeholder group)
  • Develop emerging thematic competences, programme and process knowledge that can be used not only for the Interpeace Somali programme but could also be shared with and incorporated into the work of Interpeace in its other programmes of work.
  • Maintain close liaison with team members in the Regional Office to ensure that all Interpeace staff in the Nairobi office are regularly briefed on Somali programme activities.
Knowledge and Experience:
  • Graduate or post-graduate university degree in social or political science.
  • At least ten years of field experience in political, developmental and/or humanitarian work.
  • Knowledge of and experience in Somalia / Somaliland.
  • Understanding of how to integrate research and political analysis into actionable peace building initiatives.
  • Demonstrated experience in conflict resolution, external relations, proposal writing, and training.
  • Strong writing and communications skills in English; with Somali and French considered a plus.
  • Strong commitment to supporting local peace building initiatives and to the strategic position of Interpeace.
  • Strong sense of responsibility, professionalism and thoroughness.
  • A willingness and ability to travel internationally as needed (up to 33% of the time).

Community Security through engaging with Youth at Risk

Background:

The challenges of implementing a high profile project such as the Community Security through engaging with Youth at Risk, the project, in the environment of Somalia should not be under estimated. The security setting, the political landscape and the (often) conflicting expectations of communities, local and central authorities and international donors presents a challenge to any organisation. This assignment will support delivery of the project components in various regions of Somalia and will require an ability to work in a complex, changeable, environment where the need to manage process is paramount if tangible benefits are to be delivered.

However, regardless of the operational, political and security challenges the project may face, the ultimate responsibility of the UN agencies (UNICEF is also a partner alongside UNDP and ILO) involved is to deliver tangible benefits to people through working with local teams and partners.

Due to the security situation in southern Somalia, significant aspects of all UN agencies' international teams currently operate out of Nairobi thus the skills of distance management are to the fore and the need to have both systems and people in place able to manage in this manner is critical to the ability to deliver both quality and at a quantity to make a difference in terms of employment related benefits.

The project will reintegrate youth who have become involved, or could be susceptible to becoming involved, in some form of crime detrimental to community security.

On the reintegration side, the approach is to use employment intensive work, a process of skills development founded on individual assessment, employment-related surveys as a springboard for building longer term job opportunities generating longevity in decent work opportunities created. This means, once immediate jobs have been created through intensive labour practices, further skills development will be undertaken alongside priming of local economies. This position will work in close collaboration with Programme Officers and Technical Advisors and Programme Managers/Coordinators in both UNDP and ILO linking to UNICEF. The position will contribute to coordination with parallel/complementary projects and programming. For example, close linkage with the UN's Joint Programme Local Governance and Decentralised Service Delivery, will be required to take forward the results achieved fitting to other work on employment generation in the target areas for the project.

ILO's work with Somaliland, Puntland and southern Somalia to develop an interim Decent Work Country Programme will be a guiding example of how collaboration is to be developed. UNDP's Country Programme Strategy 2010-2015 also promotes complementary results and has followed a similar participatory path. All programming fits within the UNSAS and builds on the ethos of delivering as one UN.

Project Context

Responsibilities:

The Project Officer will be expected to:
  • Contribute to the overall delivery of the project., through team work and supervision of specific delegated responsibilities for running aspects of the project
  • Manage specific targets as set out in the project document related to the reintegration of beneficiaries of the project
  • Coordinate to ensure effective, efficient delivery of components deemed the responsibility of specific agencies, notably ILO and UNDP but also ensuring coherence with UNICEF's undertakings
  • Work within the project team to define work plans
  • Undertake a supervisory role for the implementation of work plans when so delegated by managers and advisors associated with the project
  • Ensure close collaboration between technical experts and individual agency financial and administration systems for the effective delivery of multi component processes in different geographical locations
Further, the Project Officer will:
  • Supervise processes within the relevant organisational finance and administration, draft service agreements/other contractual arrangement with partners and prepare terms of reference (ToR), work plans and budgets; as well as means to supervise and monitor such agreements. Support the procurement process including the adjudication of tenders.
  • Participate and contribute to project and thematic collaboration and other processes
  • Complement the work of ILO and UNDP technical advisers and team members, ensuring linkage between the project and other components within the ILO and UNDP Somalia Strategies
  • Contribute to “one UN” harmonization processes; participate in specific clusters/working groups of the UN joint programme framework.
  • In close collaboration with other UN partners, develop strategic entry points to enhance linkages among similar UN supported initiatives, in particular support to macro-level policy, institution building and common systems
  • Promote the ILO Decent Work and UNDP Country Strategy agenda as it applies to project activities.
  • Liaise and co-ordinate with NGOs, other UN Agencies and government departments operating complementary activities and initiatives
  • Under the guidance of the Project Manager and relevant Managers in UNDP and ILO, take an active part in specialist fora with regard to employment related work in the UN system. Under the guidance of the Project Manager and relevant Managers in UNDP and ILO and in liaison with colleagues, take forward UNDP's and ILO's position in cross cutting themes such as gender, disability and environment.
  • Promote full participation of all the stakeholders in order to promote empowerment and ownership and contribute to the 'one UN voice' on gender, human rights and HIV/AIDS in particular.
Qualifications, Experience and Personal Attributes:
  • University degree in public administration, development project management or related field.
  • At least 5 years professional work experience in youth focused or demobilisation and reintegration or employment generation programmes
  • Experienced in active labour market programme development and implementation.
  • Knowledge of the Somalia context.
  • Demonstrable extensive working experience in project management,
  • Have high degree of professionalism, consistently approaches work with energy and positive, constructive attitude. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.

The project will be a nation-wide activity supporting USAID's ability to monitor and evaluate their program activities in economic growth, education, health and democracy and governance.

Position Summary:

The Communications Officer position will be a senior-level position reporting directly to the project COP. The position duties include developing a communications strategy and collateral materials for the project.   • Design formative and summative evaluation methodology and approach for all of the USAID Somalia program portfolio;
  • Train all data collection staff and consultants on data collection methodology and tools;

Qualifications:
  • M.A. in social science, development or related field;
  • 5+ years of experience in the field of performance measurement for social development activities;
  • Previous experience overseeing PMPs and implementing monitoring instruments, baseline data collection and M&E storage systems;
  • Familiarity with both qualitative and quantitative data collection;
  • Previous experience working with USAID results frameworks;
  • Previous experience training and overseeing data collection staff;

Qualified candidates are invited to apply for the post of Senior Executive Assistant, in the UNICEF Somalia Support Centre in Nairobi. Purpose of the Post:

Under the general supervision of the Policy Specialist, provide high quality administrative assistance to the Somalia Country Office Representative in his/her oversight role of managing a Country Office composed of a Support Center based in Nairobi plus seven other Zonal/field offices. Responsible for the coordination of the Representative's participation in/and scheduling of all external and internal meetings, including inter-governmental, parliamentary and inter-agency meetings, seminars, as well as official visits.

The incumbent will be expected to provide adequate support on a remote basis, given that the Representative is expected to spend 50% or more of her/his time in Somalia.

Major duties and responsibilities:
  • Support the Office of the Representative, including the Office of the Deputy-Representative, in coordinating activities, weekly meetings, and command conferences. Take notes to record discussions and prepare minutes and memoranda for the records. Maintain records and track the status of the Head of Office's action items, including his/her calendar. Analyze and collect information in support of milestone activities. Produce a variety of substantive and/or routine documents, correspondence, letters etc.
  • Make various administrative arrangements for the work of the Head of Office (and other officials visitors), including travel, appointments, meetings, official social events, press conferences, interviews. Coordinate the schedule of the Head of Office, arrange appointments, book meeting rooms, clear invoices for payments, produce/collect and disseminate documentation.
  • Organize and maintain the Office of the Representative, establishing filing systems, logging and tracking systems, and mail and contact listing. Maintains policy, confidential and general management files. Identify need for equipment and supplies. Establish and maintain collections of documentation, records and reports. Identify, request and screen materials for the collection. Conduct substantive searches and indexes materials.
  • Provide administrative support by conducting research, handling information requests, and performing administrative functions such as preparing correspondences and drafting meeting minutes; receiving visitors; arranging conference calls; and scheduling meetings, including meetings of the Country Management Team.
  • Respond to a wide variety of general and substantive queries for information from UN Agencies, governmental and non-governmental partners. Screen requests, respond if possible or refer to a wide range of possible sources (inside and outside the Office).
  • Select and compile background and briefing materials for meetings, travel, conferences, fundraising etc… for the Head of Office and other officials as requested.
  • Screen and review incoming correspondence (mail, email); collect background material; draft and sign correspondence, or clear drafts with supervisor.
  • Monitors and keeps abreast of Somalia, Regional and Global events and activities, particularly during travel/absence of the Head of Office, and notes items of interest for follow up.
Qualifications, Experience and competencies
  • At the minimum, completion of 'A' level Secondary School education, supplemented by some training in public relations, international relations, or other related discipline. A University degree in a relevant discipline is highly desirable.
  • At least seven years secretarial experience at a senior level, especially in publics relations, protocol, general office administration or international development cooperation preferably within the UN or similar organization, government or NGO.
  • Fluency in written and spoken English and Somali language required.
  • Proven experience in self-management.
In addition, a high level of proficiency is required in the following key competencies:
  • Excellent communication skills, both oral and written;
  • Proven teamwork ability as well as drive for results;
  • Analysis of numerical, verbal and other data from a diverse sources;

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the United Nations Environment Programme, Division of Regional Cooperation at the Nairobi duty station. Under the Direct supervision of the Chief, Major Groups and Stakeholders Unit, the incumbent will perform the following functions:

Responsibilities
  1. Prepare reports of the Unit’s programmes and activities. Follow-up and monitor actions required by the Unit. Draft reports and bring to the attention of the supervisors.
  2. Research and compile background information to assist in determining accreditation of Nongovernmental Organizations (NGOs) to UNEP and, maintain and update a database of all Civil Society Organizations (CSOs) in contact with the Unit.
  3. Collect and compile data from various resources required for the preparation of project proposals and Memorandum of Understandings (MOUs). Draft, review and edit MOUs to ensure adherence to laid down standard procedures. Within limit of delegated authority respond to queries on status of MOUs.
  4. Collect and compile data from various resources required for the maintenance and development of the website
  5. Assist in the coordination and organization of meetings/workshops and handle logistic arrangements such as venue, invitations, documentation, meeting rooms, presentations, participants list, conference services, travel of participants, analysis of evaluation questionnaires etc.
  6. Prepare briefing notes/files for the supervisor for meetings and official mission. Facilitate and oversee dissemination of reports and other documents to internal and external partners.
  7. Provide general office assistance such as: a) respond to information requests and inquiries; b) draft correspondence; c) review, log and route incoming correspondence; d) edit documents; e) establish and maintain inner office files/records on policy issues, information and management; f) organize meetings on day-to-day administrative and management matters; g) assess telephone billings for supervisor before submission for payment.
  8. Perform other duties as assigned.

Education

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable; knowledge of another UN language is desirable.

Qualified candidates are invited to apply for the post of Senior Executive Assistant, in the UNICEF Somalia Support Centre in Nairobi. The successful candidate will be offered a Temporary Appointment for 364 days. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.

Purpose of the Post:

Under the general supervision of the Policy Specialist, provide high quality administrative assistance to the Somalia Country Office Representative in his/her oversight role of managing a Country Office composed of a Support Center based in Nairobi plus seven other Zonal/field offices. Responsible for the coordination of the Representative’s participation in/and scheduling of all external and internal meetings, including inter governmental, parliamentary and inter-agency meetings, seminars, as well as official visits. The incumbent will be expected to provide adequate support on a remote basis, given that the Representative is expected to spend 50% or more of her/his time in Somalia.

Major duties and responsibilities:

  • Support the Office of the Representative, including the Office of the Deputy Representative, in coordinating activities, weekly meetings, and command conferences. Take notes to record discussions and prepare minutes and memoranda for the records. Maintain records and track the status of the Head of Office’s action items, including his/her calendar. Analyze and collect information in support of milestone activities. Produce a variety of substantive and/or routine documents, correspondence, letters etc.
  • Make various administrative arrangements for the work of the Head of Office (and other officials visitors), including travel, appointments, meetings, official social events, press conferences, interviews. Coordinate the schedule of the Head of Office, arrange appointments, book meeting rooms, clear invoices for payments, produce/collect and disseminate documentation.
  • Organize and maintain the Office of the Representative, establishing filing systems, logging and tracking systems, and mail and contact listing. Maintains policy, confidential and general management files. Identify need for equipment and supplies. Establish and maintain collections of documentation, records and reports. Identify, request and screen materials for the collection. Conduct substantive searches and indexes materials.
  • Provide administrative support by conducting research, handling information requests, and performing administrative functions such as preparing correspondences and drafting meeting minutes; receiving visitors; arranging conference calls; and scheduling meetings, including meetings of the Country Management Team.
  • Respond to a wide variety of general and substantive queries for information from UN Agencies, governmental and non-governmental partners. Screen requests, respond if possible or refer to a wide range of possible sources (inside and outside the Office).
  • Select and compile background and briefing materials for meetings, travel, conferences, fundraising etc… for the Head of Office and other officials as requested.
  • Screen and review incoming correspondence (mail, email); collect background material; draft and sign correspondence, or clear drafts with supervisor.
  • Monitors and keeps abreast of Somalia, Regional and Global events and activities, particularly during travel/absence of the Head of Office, and notes items of interest for follow up.

Qualifications, Experience and competencies

  • At the minimum, completion of ‘A’ level Secondary School education, supplemented by some training in public relations, international relations, or other related discipline. A University degree in a relevant discipline is highly desirable.
  • At least seven years secretarial experience at a senior level, especially in publics relations, protocol, general office administration or international development cooperation preferably within the UN or similar organization, government or NGO.
  • Fluency in written and spoken English and Somali language required.
  • Proven experience in self-management.
  • In addition, a high level of proficiency is required in the following key competencies:

Background

Organizational Context

The Overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programs and activities of the United Nations System.

The Critical Incident Stress Management Unit-Somalia works to provide psychological support to UN staff members working in the field. One of the objectives of the unit is to establish Critical Incident Intervention Cells (CISCs) and this is done by training of peer helpers. The peer helper programme has been developed to provide UN staff with comprehensive knowledge and practical skills on stress related issues. Peer Helpers (PHs) are trained by UNDSS CISMU counselors in close collaboration with UN agency counselors. They are supervised by UNDSS CISMU field counselors.

The term Peer Helper refers to UN staff members who are trained to provide nonprofessional, collegial assistance to UN staff and their direct dependents. Simply put, peer helpers are “colleagues helping colleagues.” The PH network, which is developed as a result of the training, has proven to be beneficial to staff, especially during emergencies and when counselors are not immediately available to provide support to staff.

Duties and Responsibilities

Under the overall management of Deputy Chief Security Advisor (DCSA) and Under direct supervision of the UN- Stress Counselor Somalia, the TMDE will perform duties and responsibilities in accordance with the objectives and activities in the work plan and other duties as requested by UN Psycho-social Support Office.

Specifically, the duties and responsibilities of the incumbent are:

  • Propose a draft outline of the content of the Training Manual based on this ToR and the materials developed in the CISMU PHP training manuals
  • Collect the relevant practical examples, cases studies, videos on relevant topics for ease of training
  • Develop a final version of the Training and participant Manual to a standard acceptable CISMU-Somalia Stress counselor
  • If needed update the training material with additional material.
  • Provide relevant tools and instruments to be used by the CISMU trainers for the PHP. Include pre workshop questionnaire reflecting motivation and core competencies to become a Peer Helper, provide evaluation of every module at the end of the day to assess the relevance of content and trained material.
  • The training Manual will be written in an interactive and inspiring way so that it encourages reflection, learning culture, dialogue and inclusion (include discussion questions / questionnaires at the end of each module).

Deliverables and time frame

  • The consultant will perform the required duties within a period of up to 15 days.
  • Submission of the final version of the „Training and participant Manual on PHP with integrated feedback and comments from the CISMU-Somalia Stress Counselor.
  • It is expected that the elaboration of a detailed content of the Training & Participant Manual will be done in close cooperation with the CISMU Somalia Stress Counselor.
  • At end product will be two manuals (participant and facilitator) will be written in English.

    Monitoring and Progress Controls

The Consultant will work under the overall supervision of the UN Stress Counselor. Evaluation of the Individual contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.
