Introduction
Between now and 2015, we have dedicated our organisation to supporting the achievement of Millennium Development Goal 4, a two-thirds reduction in the rate of under five mortality. Our nutrition programmes are key to this goal and we are seeking to dramatically expand the scale and impact of our work, both direct interventions with communities, support to nutrition systems at district and national level and policy, advocacy and campaigns.

In line with Save the Children’s Ambition 2015 Humanitarian Strategy, we are significantly scaling up our frontline health & nutrition capacity so that many more children’s lives can be saved in new emergencies and in chronic emergency contexts. We are also scaling up our humanitarian nutrition capacity-building activities under the Humanitarian Academy to produce the next generation of Frontline Health Workers.

Between 2009 and 2011 SC reached approximately 750 000 children and their families per year with its emergency health & nutrition programmes. However, by 2014, we aim to have put in place the necessary capacity (people, equipment and training) to reach 1.5 million people per annum with emergency health & emergency nutrition support. We are seeking experienced and committed humanitarian nutrition professionals to help deliver this ambitious strategy.

Job Purpose
The purpose of this role is to support country programmes to design and deliver high quality humanitarian nutrition programmes, including supporting emergency preparedness and capacity building and providing surge and desk support for new emergency nutrition programmes.

Key Accountabilities
The Regional Humanitarian Nutrition Advisor will work collaboratively with regional and head office nutrition advisors from SCUK, and/or other Save the Children members, ensuring that our emergency response work, preparedness and capacity building links closely with our longer-term development and chronic humanitarian nutrition programming. They will also ensure that communication and support to country programmes and external representation is closely coordinated.

Support to Humanitarian contexts (New Emergencies and Fragile States) (50%):

  • Provide thematic support to the design and implementation of humanitarian nutrition programmes, ensuring they are based upon high-quality needs assessments and robust baselines, Save the Children’s theory of change, strategies and principles of child rights programming, national policies and international best practice.
  • In coordination with the Regional Humanitarian Director and Technical Line Manager, deploy to the field at short notice to help set up new emergency nutrition programmes within the region, including leading technical assessments, developing nutrition programme plans, strategies and masterbudgets, and carrying out coordination and representation.
  • To work with SC member focal points to secure funding for humanitarian nutrition programmes, coordinating with donor technical experts and developing high quality proposals.
  • In coordination with the Regional Humanitarian Director and the Nutrition Humanitarian Technical Working Group, provide technical backstopping (guidance and tools) to new emergency responses within the region, ensuring that emergency nutrition programmes achieve organisational quality standards.
  • To maintain an overview of all new emergency nutrition programmes in technical area of expertise within the region, and carry out monitoring and evaluation visits as required.

Technical Capacity Building and HR (30%):

  • In coordination with the Regional Humanitarian Director, Regional Nutrition Advisors, the Nutrition Humanitarian Technical Working Group and other counterparts help carry out a humanitarian nutrition learning needs assessment across the region.
  • Working with the global Nutrition Humanitarian Technical Working Group and Regional Nutrition Advisors, plan and deliver technical training programmes and events within the region, in line with priority learning needs.
  • Provide specific mentoring support to country level nutrition staff in order to support their development onto the Save the Children emergencies roster.
  • Support fundraising efforts for humanitarian nutrition capacity building programmes in the region.
  • Support country programmes in the recruitment of senior humanitarian nutrition staff.
  • Take on line management of Nutrition Emergency Response Personnel as required.

Emergency Preparedness (10%):

  • Working closely with the Regional Humanitarian Director and Country Humanitarian Focal Points provide technical support to emergency preparedness planning, ensuring they are prepared for emergency nutrition scale-up in response to epidemics, conflict or natural disasters.

Advocacy & Representation (10%):

  • Coordinate closely with key SC stakeholders including Regional Nutrition Advisors and Humanitarian Advocacy teams to ensure advocacy & representation is aligned.
  • Liaise with the relevant external regional stakeholders including donors, learning institutes, UN and NGO representatives identifying opportunities, synergies and partnerships for SC’s emergency nutrition work.
  • Represent Save the Children at regional/sub-regional emergency nutrition forums, including with OCHA, WHO, Unicef, donors and other NGOs.

Other

  • Advise the Regional Director, Country Directors and other relevant colleagues (SC UK PPQ, SCUK/SCI Humanitarian colleagues) on nutrition-related developments at country, regional and global levels.
  • Participate as a full member of the Hunger & Livelihoods team and Humanitarian Technical Unit in London, joining team meetings, coordinating work with other advisers and using shared knowledge.
  • Be available for global deployment as a core member of the SC Emergency Roster and when requested be a member of SC’s duty team system.
  • Work to ensure that that 50% of own post costs are recovered through grant funding.

Coopi is looking for a regional administrator in Nairobi. The Regional Administrator ensures the coordination, management, training and support for all administrative activities carried out at Regional Coordination level in the area (Kenya, Somalia, Uganda).

RESPONSIBILITIES

  • Planning and coordination budget control:
  • He/she prepares and regularly monitors the Regional Coordination budget.
  • He/she monitors the sustainability of the Country Coordination and field offices under the Regional Coordination responsibility, and verifies the correct costs’ attribution/distribution;
Budget preparation and projects’ economic-financial control:
  • He/she finalises and controls the budgets of those projects directly managed by the Regional Coordination, in conformity with the Regional Coordination/Milan’s Headquarters planning;
  • He/she regularly identifies the economic and financial commitments necessary to realize the projects’ activities in these countries which are under the Regional Coordinator’s responsibility.

Goods Management:

  • He/she verifies the sustainability and correct management of all goods owned by COOPI or by the projects, in collaboration with the Country Coordination logistics (Inventory and “CAMELOT”).

General administration monitoring and management:

  • He/she supervises and controls all bank operations in the country
  • He/she manages and supervises the financial movements and the funds coming from donors to the projects under the Regional Coordination responsibility (anticipations and tranches reception);
  • He/she manages and controls the Regional Coordination cash safe and its expenses.

Financial reporting and audit:

  • He/she controls all intermediate and final financial reports to be transmitted to the donors for all different countries, before transmitting them to Milan;
  • For all those countries which have no Administrative Coordinator, he/she covers that role; He/she ensures the collection, filing and control of all vouchers related to projects which are directly managed by the Regional Coordination;
  • He/she goes on support, monitoring and training missions to the countries under the coordination’s responsibility, in coordination with the Administrative Desk in Milan;
  • He/she is responsible for preparing and carrying out audits conducted at Regional Coordination.

Local staff management and local and expatriate staff administration:

  • He/she manages and supervises the administrators/accountants of the Regional Coordination; in coordination with the central headquarters he/she trains the country Administrators (initial and tailor-made training).

Support on procedures:

  • He/she provides technical support on a correct application of the COOPI and donors’ administrative procedures to the Project Managers of all projects directly managed by the Regional Coordination, and to the country Administrative Coordinators.

Data elaboration and transmission:

  • He/she produces and periodically transmits the information and data requested by the Milan’s headquarters, respecting the due deadlines.

Institutional relations:

  • He/she takes care of all relations with the administrative/financial offices of the institutional donors’ decentralized delegations, at regional level.

Kenya - The Regional Manager for Security, East Africa and the Middle East, is based in the field with responsibilities that include but are not limited to the design, implementation, monitoring, and evaluation of all issues relating to staff security and safety for all Samaritan’s Purse (SP) operations in the East Africa and the Middle Eastern Region. Requires significant international travel. Requires exposure to volatile and dangerous areas and situations.

RESPONSIBILITIES:

  • Establish appropriate environment for the safety and security of SP/Billy Graham Evangelistic Association (BGEA) staff members living and travelling in the East Africa and the Middle Eastern Region.
  • Continually update and maintain safety/security policies for existing and new SP-International Country Offices to ensure safety/security of all staff. This includes but is not limited to base security procedures, driver’s checklist for preventive maintenance of vehicles, convoy procedures, emergency medical response/natural disaster response, reporting procedures for field operations, new staff/volunteers security briefing, evacuation plans, liberty policies and travel restrictions.
  • Assist BGEA festival planning and execution by conducting security surveys and coordination and arranging and supervising all security related activities in support of the festivals.
  • Respond immediately as the security advisor of the Disaster Assistance Response Team or Incident Management Team anywhere within the region.
  • Work closely with Projects Country Directors in order to keep them informed of security status, information, needs, and concerns.
  • Maintain an in-depth understanding of regional security challenges and emerging threats. Provide reporting highlighting security related trends throughout the region.
  • Possess interpersonal skills to develop and maintain relationships with diverse personnel who impact security of SP personnel. These include but are not limited to local village leaders, police, military, other NGOs, US Embassy, UN and government leaders.
  • Advise Country Directors on the management of all SP national staff security guards, supervisors and radio operators.
  • Advise and assist Country Directors in the design and implementation of redundant communications systems from a security perspective.
  • Provide analysis of security incidents and compilation of reports including personal assessment and evaluation of internal compliance with the country policies.
  • Conduct detailed internal investigations and interview in response to serious incidents involving SP. May require collaboration with the local police, judge or UN personnel.
  • Maintain awareness of legal and cultural requirements and ensure reasonable compliance of Samaritan’s Purse with the same.
  • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
  • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
  • Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.

QUALIFICATIONS:

  • Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
  • Bachelor’s degree (B. A.) or two years related experience and/or training; or equivalent combination of education and experience.
  • One year of college-level Biblical studies is preferred.
  • Previous Security Management experience preferred.
  • Ability to coordinate activities with other agencies, build and maintain positive working relationships.
  • Ability to understand complex security situation and advise program design accordingly.
  • Possess ability to analyze information to develop a complete picture of security situations.
  • Arabic language skills desired.

24 month contract with the potential for renewal.

Key Responsibilities:

  • Conduct an extensive equipment needs study for FilmAid and recommend equipment suited for FilmAid’s work and working environments
  • Advise FilmAid on appropriate equipment to use for screening and production purposes
  • Identify credible and authorized dealers for the equipment identified in the needs assessment exercise
  • Review and advice on FilmAid equipment procurement procedures
  • Review and advice on FilmAid equipment storage and movement tracking systems
  • Review and advice equipment coding and inventory management system
  • Establish a relationship between FilmAid and authorized equipment dealers for purposes of getting bargains and service
  • Introduce FilmAid staff to regular research on audio-visual equipment developments and trends that keep them updated on these

Requirements:

  • Must be of Kenyan nationality OR Must be eligible to work in Kenya.
  • At least 3 years working experience in equipment management and maintenance.
  • Technical background; Diploma in equipment or electronics related background. Working experience in sound engineering would be an added advantage.

NATIONAL POSITION

The Regional Finance Director will be responsible for comprehensive financial, IT and Logistical management in the East, West and Central Africa Region as well as Country Offices under the region. Specifically he/she will provide high level financial support and advice to regional, country director and finance managers, focusing on financial strategy, financial planning and budgeting, staff management, partner and staff capacity building and contracts management.

  • The post hold will have a bachelor’s degree in finance and an accounting professional qualification.
  • He/she must be a member of ICPA (K), ACA or ACCA.
  • The incumbent will have 5 years working experience in an INGO preferably in a regional position, extensive working experience with wide range of donors in a multicultural setting and good working knowledge of SUN accounting system.
  • He/she will have outstanding leadership, teambuilding, interpersonal, communication, planning, organizing and performance management skills including mentoring and capacity building.
  • Knowledge of statutory requirements in countries of operation as well as ability to travel within a short notice is essential to this role.
