Introduction
Between now and 2015, we have dedicated our organisation to supporting the achievement of Millennium Development Goal 4, a two-thirds reduction in the rate of under five mortality. Our health programmes are key to this goal and we are seeking to dramatically expand the scale and impact of our work, both direct interventions with communities, support to health systems at district and national level and policy, advocacy and campaigns.

In line with Save the Children’s Ambition 2015 Humanitarian Strategy, we are significantly scaling up our frontline health & nutrition capacity so that many more children’s lives can be saved in new emergencies and in chronic emergency contexts. We are also scaling up our humanitarian health capacity-building activities under the Humanitarian Academy to produce the next generation of Frontline Health Workers.

In all the major emergencies of the last few years, including the Horn of Africa drought, the Haiti earthquake, the Pakistan floods and the Zimbabwe cholera outbreak there have been significant gaps in frontline health capacity. Between 2009 and 2011 SC reached approximately 750 000 children and their families per year with its emergency health & nutrition programmes. However, by 2014, we aim to have put in place the necessary capacity (people, equipment and training) to reach 1.5 million people per annum with emergency health & nutrition support. We are seeking experienced and committed humanitarian health professionals to help deliver this ambitious strategy.

Job Purpose
The purpose of this role is to support country programmes to design and deliver high quality humanitarian health programmes, including supporting emergency preparedness and capacity building and providing surge and desk support for new emergency health programmes.

Key Accountabilities
The Regional Humanitarian Health Advisor will work collaboratively with regional and head office health advisors from SCUK, and/or other Save the Children members, ensuring that our emergency response work, preparedness and capacity building links closely with our longer-term development and chronic humanitarian health programming. They will also ensure that communication and support to country programmes and external representation is closely coordinated.

Support to Humanitarian contexts (New Emergencies and Fragile States) (50%):

• Provide thematic support to the design and implementation of humanitarian health programmes, ensuring they are based upon high-quality needs assessments and robust baselines, Save the Children’s theory of change, strategies and principles of child rights programming, national policies and international best practice.
• In coordination with the Regional Humanitarian Director and Technical Line Manager, deploy to the field at short notice to help set up new emergency health programmes within the region, including leading technical assessments, developing health programme plans, strategies and masterbudgets, and carrying out coordination and representation.
• To work with SC member focal points to secure funding for humanitarian health programmes, coordinating with donor technical experts and developing high quality proposals.
• In coordination with the Regional Humanitarian Director and the Health Humanitarian Technical Working Group, provide technical backstopping (guidance and tools) to new emergency responses within the region, ensuring that emergency health programmes achieve organisational quality standards.
• To maintain an overview of all new emergency health programmes in technical area of expertise within the region, and carry out monitoring and evaluation visits as required.

Technical Capacity Building and HR (30%):

• In coordination with the Regional Humanitarian Director, Regional Health Advisors, the Health Humanitarian Technical Working Group and other counterparts help carry out a humanitarian health learning needs assessment across the region.

Advocacy & Representation (10%):

Job Title: Health / Nutrition Technical Advisor

Background:

GOAL has been implementing health and HIV activities in Nairobi for over 10 years however in recent years the programme approach has changed from direct service delivery to working through local partners.

GOAL works in a variety of informal settlements in Nairobi and targets its health activities toward those living with HIV and vulnerable youth. GOAL’s current strategic plan is coming to an end at the end of this year and GOAL needs to develop its health strategic plan for the next 5 years (2012-2015) which is based on lessons learnt over the past few years and clearly identified current priority health needs in these communities.

To date much of the focus has been on support to those affected by HIV and working with vulnerable youth. GOAL implements its work via local partners and with the MoH in selected health facilities in informal settlements across the city.

The population of Nairobi is increasing dramatically primarily in the informal settlements as people leave the rural areas in increasing numbers due to the increasing drought of recent years and rising food prices. In the informal settlements, urban food insecurity, high levels of child mortality (particularly in children < 2 years), chronic child under nutrition, early onset of first pregnancy in young women/girls as well as the risk of STIs and HIV are just some of the complex challenges

Overview of the Role:

The selected candidate will conduct research on priority health and nutrition needs in GOAL are of operation. S/he will also support the current team to develop the health strategic plan for the next 5 years which is due to begin in January 2012.

The Technical Advisor will report directly to the Country Director and will also liaise with GOAL Dublin’s M&E Department and GOAL’s Global Health Advisor. As part of this process the Advisor will also develop a short report on the evidence of change in the current programme as it comes to the end of its current funding cycle in December 2011.

This will be a key document to inform the strategic planning process and future direction of the health programme with the GOAL Kenya team.

Outputs: List of key outputs which will be produced by the Technical Advisor by the end of the 3 month timeframe;

1. Draft of GOAL Kenya’s health strategic plan (2012-2015) is produced and disseminated to all stakeholders

2. Develop an M&E framework for monitoring the implementation of the Health Strategic Plan (not detailed but should outline key components which need to be monitored by GOAL over the duration of the current strategic planning phase).

Main purpose of the role

The Health Coordinator have overall responsibility for the technical management of Merlin’s integrated health, nutrition, sanitation, hygiene, emergency preparedness and response (EP&R) and safe motherhood projects in Nyanza province in collaboration with the Project Coordinator and Country Health Director.

The Health Coordinator will have overall responsibility for the management and development of Merlin health programmes in the district and ensures that the implementation of the projects are carried out in line with Kenya Ministry of Health policies and guidelines and Merlin’s strategy, internal procedures and policies.

Overall Objectives (scope)

• Plan and implement Merlin’s response to the present unmet health needs in Nyanza province, in close collaboration with the PC and Country Health Director, Merlin existing programme site teams, MoH and other actors.
• Assist in the analysis of health / humanitarian contexts in Nyanza province.
• Establish mechanisms and strategies for providing response to further identified needs.

Responsibilities

Technical Programme Management/Development

• In collaboration with the Project Coordinator, be technically responsible for the implementation and further development of Merlin supported primary health, prevention and control of highly prevalent malaria, HIV/AIDS and TB programmes in the Nyanza province district.
• Develop and implement quality programmes in the district in close coordination and collaboration with the district health authorities.
• Co-ordination of all health related project activities in close collaboration with local partners and stakeholders to ensure objectives are achieved.
• Liaise with key representatives of the Kenyan Ministry of Health at national, provincial and district levels to ensure that the programme remains in line with national strategy and to ensure the sustainability of activities at the end of the project period.
• Develop, plan and implement project activities in close collaboration with medical and non medical personnel, ensuring coherence and integration of activities and contingencies for changes in project direction and priorities related to the humanitarian context.
• Ensure accurate collection and analysis of data. Compile epidemiological reports for inclusion in project situation reports and any other pertinent reports, including dissemination of the same.

Representation and Coordination:

• Contribute towards the dissemination of Merlin’s health work through publications (general, health sector, academic) in consultation with Country Health Director and health department.

• Responsible for organizing training of all health staff and local partner staff to ensure the maximum use of their skills and their full and effective participation in project activities whilst conforming to Merlin and MOH protocols.
• Ensure that staff are fully conversant with and trained in donor and Kenya health authorities guidelines, protocols and data collection forms.
• Conduct induction in the field for new staff on Merlin health policy as well as project aims, objectives, and activities.

The Branch Office of the United Nations High Commissioner for Refugees in Kenya is seeking to recruit a qualified Kenyan National as an Associate Public Health Officer at the National Professional Officer Level (NOB).

• Applicants should hold a University degree in Medicine and a Master’s degree in Public Health or similar qualification.
• Applicants should also possess good analytical and writing skills, good interpersonal skills and ability to work in a multicultural environment.

Experience required: Minimum of 4 years’ job experience with 2 years’ experience in implementing and overseeing health programs with NGOs or UN agencies.

MSF Switzerland (MSFCH) is a humanitarian medical organization providing emergency medical aid to populations in need.

At present, MSFCH operates in three programmes locations in Kenya, Somalia and Sudan.

Location: Dagahaley, Dadaab Refugee Camp

Main Tasks:

• Responsible for management of day to day operations and efficient coordination of nutrition program activities in MSF CH catchment area
• Provide technical guidance in the planning and implementation of the supplementary and therapeutic feeding programmes
• Lead and supervise team of staff providing nutrition support services in the hospital based therapeutic feeding centres and the outreach based supplementary feeding feeding centres
• Plan and coordinate community based nutrition education forums and Annual nutrition surveys
• Lead and supervise the nutrition team at the therapeutic feeding centres and the outreach based supplementary feeding centres
• Ensure staff training and capacity building (formal and informal) under the supervision of the hierarchical referent
• Participate in the development of the plan of action.
• Prepare monthly performance indicator reports on the nutrition sector whilst ensuring continuous monitoring

Requirements:

• Nurse with diploma/degree recognised by the government and registered and licensed by the Nursing Council of Kenya.
• 2 year experience working in a Nutrition programme
• MSF/NGO experience an advantage
