The Agricultural Economist will be part of the team leading the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) program for Eastern and Central Africa (ECA), reporting to the ReSAKSS Coordinator. The objective of ReSAKSS is to provide analysis, data, and tools to promote evidence-based decision making, improve awareness of the role of agriculture for development in Africa, fill knowledge gaps, promote dialogue, and facilitate the implementation of the CAADP of the NEPAD programme of the African Union Commission and other regional agricultural development initiatives in Africa.

The Agricultural Economist will undertake analytical work based on regional priorities in agriculture and rural development. Areas of research may include regional trade analysis, food security research, agricultural investment analysis, vulnerability assessments and risk analysis, and impact assessment. Tasks will also include the generation of policy relevant messages and communication of ReSAKSS’ work through a variety of publications, conference papers and presentations at policy fora.

Essential qualifications

• A Ph.D. or equivalent in Agricultural Economics, Economics, Agribusiness, or related discipline
• Proven analytical and research skills through a track record of scientific publications, policy documents and related correspondence.
• Demonstrated ability to work in multi-disciplinary and multi-cultural teams, and strong interpersonal and partnership management skills
• Strong English language skills, both written and spoken (proficiency in other languages is an advantage);
• A passion for the generation of scientific knowledge that advances pro-poor development

Specific Qualifications:

• At least 3 years post-Ph.D. working experience in research and policy analysis in developing countries, preferably in Africa.
• Familiarity with deep understanding of agricultural and rural development issues in Africa, particularly in the COMESA region.
• A good understanding of policy processes in the COMESA region.
• Proven econometric and other quantitative analytical skills in areas of regional trade analysis, food security research, agricultural investment analysis, vulnerability assessments and risk analysis, and impact assessment demonstrated in written outputs.
• Strong analytical skills and demonstrated ability to apply tools such as Computable General Equilibrium, Spatial Equilibrium Analysis, Gravity models and other Economic Impact Assessment models

While final technical areas and specific responsibilities will be defined upon securing of funding from USAID, following are the key expected areas of focus for this position:

Value chain strategy development

• Develop clearly articulated and fact-based strategy for dairy, meat and hides, skins & leather value chain interventions in collaboration with other implementing partners, ensuring that strategy supports overall broader program objectives and goals for meat and animal, dairy and hides, skins and leather value chains
• Lead rigorous and ongoing industry assessments to identify new industry and client opportunities, with a focus on end-market analyses

Value chain intervention planning
