CAFOD, one of the UK’s leading international aid agencies, is currently looking for a Programme Support Officer for the East Africa Appeal.

This post will be based in Nairobi, Kenya.

You will play a central role as part of the Humanitarian Department in a crucial moment, as CAFOD is increasing the support for the food crisis in East Africa.

You will provide administrative and financial support to CAFOD’s Emergency Response Programme in the Horn and East Africa and keep an accurate overview of programme budgets, plans and reporting requirements.

You will also be responsible for providing efficient and accurate financial guidance and support to programme staff. This will include analysing financial information from partners and preparation
of financial reports.

You will be educated to at least degree level or equivalent, preferably in finance or administration and be able to create budgets, monitor and review expenditure. We expect you to have good numeracy and IT skills and be able to have a full understanding of CAFODs programme cycle management and finance systems and grant making.

The successful candidate should also be able to demonstrate management skills, including being able to manage, coach and mentor staff in sound financial management skills and task manage others in the office.

Purpose of the post


Under general supervision of the Fund Monitoring Specialist, performs a variety of specialized tasks in support of the preparation, monitoring, and control of the budget, involving several different sources of funds and several programmes.

Major duties and responsibilities:


For preparation of the Budget:

  • Retrieves information on costs of programme elements, such as staff and related costs, from automated files and compiles them in standardized and customized reports.
  • Provides information on allotment accounts and availability of funds; issues revised suballotment; advises and updates allotment lists.
  • Review agreements and programme budgets including certifying the use of the applicable rates while developing agreements by programmes. Maintain office standard rates for reference as and when sections planning/budgeting for training/workshop/PCA/SSFSA.

For monitoring of the budget:

  • Maintain and run zone office budget systems with special focus on budget monitoring and
  • preparation of monthly reports on programme budget utilization for use by programme manager and project officers for management and decision making.
  • Maintain an updated list of all zone office DCTs and status of reporting/liquidations and reimbursements.
  • Produce, on a monthly basis, DCTs reports by programme and by projects using the Cognos rover Briefing Books; share related information with senior management, project/finance and zonal offices staff.
  • Checks for each source of funding computer listings of expenditure by programme area and allotment code, and compiles information in computerized summarized reports to identify areas of over or under-expenditure.
  • Checks the monthly expenditure reports, to ensure that charges are properly allocated and
  • allotments are not exceeded. Asks programme officials to clarify over-expenditures.
  • Prepares journal vouchers, when necessary, to correct inaccurate entries, to transfer funds
  • between accounts, and to liquidate obligations no longer required.
  • Compiles staff cost listings and average costing for transmittal to Headquarters.
  • Review all agreements for consistency with agreed format and process and then register, and transmit partner profile checklist and power of attorney to USSC – PCU for PROMs Registration and completes all relevant documents including LCC for filing.
  • Prepares financial component of Global Fund grants’ Progress Update and Disbursement
  • Request (six-monthly). Develops and manages tool on an ongoing basis to provide this data.
  • Liaises with Finance Section to supply documentation requested by Local Fund Agent (LFA) for financial audits (six monthly)
  • Supports Sub Recipients (SRs) in strengthening finance management systems for Global Fund compliance.
  • Leads financial component of Global Fund grant closure exercises.
  • Participates in financial components of proposal development and partner selection panels for Global Fund grants.

Qualifications, Experience and competencies

  • Completion of secondary education. Knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization. Possession of University degree will be an added advantage.
  • At least seven years experience in budget or financial-related work of the organization. Training in financial management and accounting principles.
  • A good knowledge of written and spoken English. Knowledge of the local language an asset.
  • Good level of computer literacy
  • Commitment to meeting deadlines
  • Good aptitude for working with figures.
