Job Purpose:

The Construction Project Manager shall be responsible for the successful completion of site works in time, within set budgets and to specification using a highly consistent, efficient and effective formally systematized methodology.

Responsibilities:

  • Pre-start process including review of the initial site appraisals, site layouts, site preparation details and budgets and statutory approval documentation.
  • In charge of site preparation processes, programmes organisation.
  • Start-up of site work including organising site visits, site staff travel, site work prerequisites, site documentation and site foremen deployment.
  • On-site work planning and organisation, site instructions and site inspections, work certification; on-site trouble shooting and problem solving, handover and project shut down.
  • Participating in facilitating training, work study and staff management.
  • Inter-departmental communications including periodic reporting, construction updates and correspondence.
  • Provide feedback on design and process standardisation including design of process, procedures and tools; determination of labour resource requirements; review of designs, drawings and contracts; and feedback on design implementation and buildability.

Experience:

  • Minimum 10 years experience in a busy and dynamic work environment.
  • Handled multiple projects in multiple locations concurrently.

Qualifications:

  • Degree in any of the building and construction professions; Architecture, Quantity Surveying,
  • Civil & Structural Engineering, Building Construction or equivalent
  • Master’s degree in Construction Management, Project management shall be an added advantage.

Professional:

  • Relevant Professional registration

PROJECT MANAGER

Role
The Project Manager will be responsible for coordinating the activities of consultants and contractors in a large mixed project in Naivasha involving both infrastructure and buildings. He will be deployed as the Principal Project Officer to be based on site and head office. He will report to the Managing Director for day-to-day matters and give periodic reports to the Board of the Company. The Project Manager will be employed on an initial contract of TWO years which will be renewed for a further period of TWO years upon a satisfactory report of performance.

Responsibilities

  • To track and report on the implementation plan for the project by various Contractors
  • To establish and run the Site-based Project Management office
  • Develop and implement project communication and reporting strategy and plans including communication formats and templates.
  • Effectively and constantly communicate project expectations to the Contractors
  • Report on Construction progress on an ongoing basis to the Board of Directors of the Company.
  • Brief the Managing Director on all matters relating to the project on a frequent and regular basis
  • Establish and present to the Board annual budgets for running the Project Management Office.
  • Report to the Board on needs for additional staff and make appropriate requisitions for recruitments if necessary during the project cycle.
  • Set and continually manage project expectations with team members and other stakeholders.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Identify and resolve issues and conflicts within the project team.
  • Identify and promote to the Contractors project dependencies and critical paths.
  • Plan, schedule and promote project timelines and milestones to the Contractors using appropriate tools.
  • Track project milestones and deliverables and negotiate with the Contractors appropriate strategies for their achievement .
  • Develop and present progress and status reports.
  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work and roles.
  • Conduct activity post-mortems and create a recommendations in order to identify successful and unsuccessful project elements.
  • Develop best practices and tools for project execution and management and promote them to the Contractors and the Board.

Qualification Requirements

  • A University degree in Building Economics/Quantity Surveying or Construction Management or Architecture or Civil Engineering
  • Post-graduate qualifications at Masters degree level or Qualifications and Certification as a Project Manager from a recognised body.
  • A minimum of 5 years direct work experience in a project management capacity including for a multi-billion project, including all aspects of project process development and execution.
  • Strong familiarity with project management software, such as Microsoft Project and Primavera
  • Demonstrated experience in personnel management.
  • Technically competent with various reporting software programs, such as Microsoft word and excel.
  • Experience at working both independently and in a team-oriented, collaborative environment.
  • Can conform to shifting priorities, demands and timelines through analysis and reacts to project adjustments and alterations promptly and efficiently.
  • Flexible during times of change.
  • Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.
  • Persuasive, encouraging, and motivating.
  • Ability to elicit cooperation from a wide variety of sources, including the Board, contractors, and other stakeholders.
  • Ability to defuse tension among project teams, should it arise.
  • Strong written and oral communication skills.
  • Strong interpersonal skills.

Context:
With thousands of desperate Somali refugees crossing weekly the border with Kenya to reach the already overcrowded camps, the Kenyan population of the arid lands is suffering from a similarly precarious situation, but fails to receive adequate support from the international community, fully focussed on the refugees. Terre des hommes Foundation raise up a 12-month emergency intervention to address acute Mother and Child Health and Nutrition needs in the drought affected districts of Jarajila and Ijara, in Garissa County. During the Garissa County Nutrition Coordination meeting, which took place in Nairobi, on 12 August 2011, Tdh Foundation was officially recognised as a nutrition intervention partner for both districts.

General:
  • To oversee the implementation of a specific health project and ensure that stated goals and objectives are met as per project proposal/project planning documents are appropriately monitored and evaluated, and that narrative and technical reports are written and submitted in a timely manner
  • To supervise and support national project managers of the health projects
  • To lead the team of staff employed for the health projects
  • To determine personnel needs for field-level activities, develop job profiles and in coordination with Field Coordinator and field staff – assist recruitment efforts through planning and interviewing of candidates
  • To implement, monitor and propose, when deemed necessary, amendments to the strategy for the health projects in Kenya in consultation with Country Representative
  • To ensure the administrative, logistic, and finance support of the program activities and objectives through the solicitation and facilitation of support departments
  • To take overall responsibility for budget planning and expenditure monitoring and inform immediately the Country representative when a major change in the budget is needed
  • To maintain regular contacts with the Health and Administrative authorities in order to ensure their cooperation for implementation of the health projects
  • To organise and provide trainings to Tdh staff according to the recommendations
  • To reinforce the capacity of the Health staff regarding nutrition through workshops and trainings.
  • Ensure integrative programming approach with other sectors particularly protection and WASH and staff within the projects
Reporting:
  • To provide accurate regular reports, document outputs and results and maintain detailed records of the overall health project activities in area of operation to the Country Representative and Health Advisor in HQ
Assessment:
  • To be available for assessment request when necessary
Child Protection Policy:
  • To commit to respect the Child Protection Policy
  • To commit to ensure the best implementation possible of the Child Protection Policy in Kenya
  • To commit to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy
Requirements:
  • Professional health degree such as nurse; nurse practitioner
  • Two to five years experience as Public Health Expert or medical doctor in developing countries, especially in nutrition, maternal or family health
  • Fluency in English required
  • Excellent program management; project planning; budget management; organizational, interpersonal and communication skills
  • Experience developing health staff capacity and implementing and supervising staff trainings
  • Additional experience in managing programs in humanitarian context and experience in health management with IDPs
  • Experience conducting assessments and in using participatory approaches; experience working with and supervising staff in a multi-cultural setting
  • Ability to work independently while being a strong team player; ability to work in unstable security environments; ability to write clear and concise reports and to meet required reporting deadlines ; talent in capacity building and supporting national staff to take the lead

Emergency Coordinator

Duties and responsibilities will include but are not limited to:-
  • to be responsible for the day to day implementation of emergency response services; including information dissemination, vulnerability and social assessment, referrals, NFIs distribution, plots allocation, among others;
  • to manage emergency response grants, preparing work plans and working budgets, initiating procurement of goods and services, monitoring implementation and compiling reports;
  • to ensure that the projects are implemented as planned and within budget, and in accordance with LWF/DWS and ACT Alliance policies and guidelines, including Codes of Conduct, SPHEREand HAP principles and standards on accountability to the affected populations;
  • to provide the necessary capacity development and support to emergency staff in all camps including ensuring they have clear job descriptions and lines of reporting;
  • to support and supervise emergency staff and ensure that there is a coordinated and integrated approach across all the camps in the implementation of emergency services
  • to evaluate, assess and identify needs for emergency training in order to build effective capacity within the program on emergency preparedness & response;
  • to ensure the delivery of timely narrative and financial reporting of emergency response activities, outputs and outcomes according to LWF/DWS, Act Alliance and donor requirements and guidelines;
  • to prepare regular and timely situation reports, updates, human interest stories, photographs and other reports as may be requested for purposes of communicating and documenting LWF/DWS emergency response work;
Professional qualifications and personal attributes
  • University degree in Disaster Response and Management, Social Work, Sociology, Political Science or a related field. Professional training in Project Management with strong skills in proposal writing, M&E and report writing.
  • Excellent management, planning, analysis, and training design and facilitation skills;
  • Strong inter-cultural and interpersonal skills
  • Excellent computer skills, particularly in Microsoft Word, Excel and Internet
Experience
  • More than four years experience in setting up and/or managing large and complex emergency response projects in refugee or internally displaced person’s (IDP) settings in a reputable international NGO.
  • Experience working in difficult areas with basic social amenities, demanding security considerations and long and irregular working hours would be an added advantage.

GENERAL INFORMATION
TechnoServe, Inc. is an international non-profit economic development organization founded in 1968. Its mission is to help entrepreneurial men and women in poor rural areas of the developing world to build businesses that create income, opportunity and economic growth for their families, communities and countries.

I. Primary Purpose
The primary objectives of this project are to:
a) Increase economic prospects for youth through skills development and access to finance to create: economically viable microenterprises; self-reliant community level economic development projects, and; employment opportunities
b) Improve youth voice in local, regional, and national policy dialogue through enhanced advocacy capabilities and inter-ethnic dialogue
c) Expand youth access to essential services that are more youth-friendly
d) Establish new institutional arrangements that can leverage public and private resources through youth-managed organizations
e) Create a new approach to empower youth through youth-owned, youth-led and youth-managed actions.


II. Duties and Responsibilities
1) Project management
  • Work with identified Youth groups and other stakeholders in coordination with the lead project implementing partner
  • On behalf of TNS, lead coordination of project activities in Kenya with key partners
  • Produce financial and narrative reports for partners and donor, as required by the
  • contract and requested on an ad hoc basis, and for TechnoServe management
  • Report internally and externally on progress and status of project activities
  • Proactively identify successful strategies and tactics, or bottlenecks to effective
  • execution of the project objectives, and raise those to the larger project team
  • Ensure adherence to project budget
  • Oversee collection and reporting of data on impact, progress and outcome indicators
  • Develop annual project plans and project inputs into TechnoServe country plans
  • Collaborate closely with the lead project partner and the Entrepreneurship Program
  • Manager in the implementation of business activities, including timely execution of set goals and deliver on all targets
  • Develop and track project budget requirements; prepare monthly quarterly and annual

Job Description


Under the overall supervision of the Bishop Catholic Diocese of Kitui and the direct supervision of the Diocesan Development Coordinator; the Project Coordinator will perform the following tasks:
  • Take charge of the Community Based Green Energy Project
  • To lead Diocesan Development Office in conceptualizing, formulating and implementing appropriate initiatives for renewable energy interventions and for enhancing capacity building of key diocesan personnel in this service area.
  • Establishing networks and collaborating with other agencies that are like-minded
  • Submit monthly written reports to the development coordinator and the donor
  • Maintain a comprehensive knowledge-base on the various aspect of the Project for the purpose of advising and facilitating decision making process pertaining to the project

Qualifications, Experience, Skills and Attributes required
  • Must have at least a Science Degree in an Energy related field with a bias to project planning and management or in any other related discipline. A Bachelor of Science Degree in Engineering will also be considered.
  • Other related short courses such as community development be an added advantage
  • Must have experience of at least 2 years in project planning and implementation
  • Ability to make sound and timely judgments
  • Strong intellectual, analytical and decision making abilities
  • Must have knowledge and experience in community participatory approaches

In East Africa, our programmes focus on community based animal health services, capacity building of local institutions and governments, conflict mitigation and sustainable natural resource management.

Position Title: Project Manager – Lomidat Project
Duty Station: Lodwar, Kenya
Availability: Immediately

Role
The Project Manager for the LOMIDAT Project will oversee, lead and manage the Technical team working on food facility and livestock market chain on the Lomidat project.

He/She will be responsible for maintaining relationships with the partner, monitoring, and ensuring that the strategies in place enable the project to reach the set objectives.

He/she will support in technical backstopping of relevant areas in other Lodwar projects, DMI, Fodder production, CERF, Emergency projects etc.

Main responsibilities:

A) Program management and development
  • Project Action planning, implementation and coordination.
  • Networking and collaboration with the Lomidat team.
  • Facilitate the technical implementation of result two and the parts of result three of the action as appropriately designed.
  • In coordination with the VSF B Lodwar project manager coordinate research activities for the improvement of livestock market chain and the development of new project areas.
  • To maintain close linkages with the Lomidat project Butchery/factory and staff
  • To work with the Lodwar project manager, in identifying and develop new projects based on the strengths, capacity and local resources of beneficiaries and specific calls from donors.
  • To ensure synergy in the Livestock market chain project activities.
  • To work with the Livestock traders to develop a clear livestock Value chain, in Turkana.
  • To submit timely project reports based on donor guidelines to the Lodwar project.
B) Staff management and development
  • Development of a team building strategy to promote an effective and supportive working environment within the Turkana Program.
  • Work with the Lodwar team to form a strong technical team.
  • Coach and mentor staff in order to ensure that they perform to the best of their abilities and are fully aware of the theory and practise of development work and the project management cycle.
C) Representation of VSFB
  • Development of relationships with Government representatives, the Lomidat and other local stakeholders
  • Represent VSF B in the Livestock Market chain Project Management Unit (PMU) meetings and coordination meetings
D) Financial Management
  • Ensure that projects are implemented in full compliance with both donor and VSF B guidelines and regulations
  • Authorizing all expenditures for the project and monitoring expenditure on line items as per the approved budget
  • Timely reporting as per donor regulations
  • Facilitation of visits by monitoring teams
E) Communication and Information
  • Inform and collaborate with the lodwar projects manager on a continuous basis
  • Forward relevant project information for the promotion of the Livestock infrastructure development to the Lodwar and regional offices
F) Networking and Liaison
  • Liaison and networking with relevant livestock partners and collaborators to improve the performance of the Livestock chain project in a dynamic environment
  • Assist the Lodwar Project manager in the Development of a joint and common approach the implementation activities of all projects in for the communities in Turkana and the Ecosystem of north-western Kenya
  • Network with Lomidat project manager, General Manager and ensure a common approach and the coordination of activities
  • Promotion of team spirit on all levels within VSF belgium

Essential or Minimum Requirements

Education
  • University degree in a development related field, Range management, (a degree in Veterinary science or animal science would be an advantage but is not essential)
  • Post graduate training in either Pastoralism and ASALs policy, Development studies, Entrepreneurship, or Agricultural Economics
Knowledge and experience
  • 5 years experience in project development and management.
  • Should have 3 years experience in a senior position in project management and implementation at least to senior project officer level.
  • Experience of working on an EC project is an advantage
  • An understanding of the ABCD, VICOBA, PFS, CAHWAs privatization systems, WUA management and VLUP approaches is crucial.
  • Good knowledge of project cycle management
  • Experience with proposal development and implementation
  • Good knowledge of donor rules, in particular USAID, EC.
  • Experience with administering budgets
  • Ability to operationalise project logical frameworks
